Carl is the Democratic Representative to the Louisville Jefferson County Board of Elections. He was appointed in 2008 and reappointed in 2012 and again in 2016. He has been a member of the Democratic Executive Committee from 1968-1976, 1980-1988, Counsel from 1988-1992, Chairman 32nd Legislative District from 1992-2004 and Member at Large and Parliamentarian from 2004 – present.
He has been a practicing attorney in Louisville since 1959. Mr. Bensinger attended Northwestern University from 1952-1954 and earned his BA from the University of Louisville College of Arts and Sciences in 1956. He earned his LLB from the University of Louisville Brandeis School of Law in 1958 and his JD in 1969. He went on to clerk for Justice Brady Stewart of the Kentucky Court of Appeals in 1958 (now the Kentucky Supreme Court). He is admitted to practice in the Kentucky Supreme Court, the United States Supreme Court, the U.S. Court of Appeals, 6th Circuit, U.S. District Court for the Western District of Kentucky and U.S. Tax Court. He was appointed a Special Justice of the Kentucky Supreme Court in 1994 and 2000.
In 2010, he was awarded the Jon Crimmins Award, the highest award given by the Democratic Party for community service, volunteerism, devotion, financial commitment and support of Democrats. He was also elected to the Louisville Male High School Hall of Fame in 1995 and in 2016 he received the Grover Sales Cup from Male High School for Excellence in the Community and Profession.
Mr. Bensinger served in the US Army on active duty in 1959 in the office of the Staff Judge Advocate. In 1961-1962, he served in the US Army 100th Division at Ft. Chaffee, Arkansas. He was appointed to the Jefferson Community College Board of Directors (now Jefferson Community and Technical College) from 1994-1999 and was the Chair of the Jefferson Community and Technical College Foundation Board from 1998-2009, Chair Emeritus from 2009-present.
